Founder & CEO

Mr Eugene Heng, JP, BBM is the founder and CEO of Waterways Watch Society. It was at work that he learnt to care for the environment and develop a passion for the environment.

“The bank office which I used to work was located at Raffles Place, along the Singapore River, where it was very polluted with oil spills and trash in the 1960s. I saw chicken bones and leftover sauces being tossed into the river when I was having my lunch at the old Boat Quay Hawker Centre. After watching the river being cleaned up from 1977 to 1987 – a project done by our late founder and Prime Minister Lee Kuan Yew, I realised that change can happen but the challenges lie in sustaining it.

Eugene started his environmental journey in the 1980s, first as an environment coordinator at the foreign bank he worked for. He was later appointed to the Government Parliamentary Committee (Environment) from 1995 to 2000. When the committee decided in 1997 that a society should be set up to help monitor and protect the cleaned-up Singapore River and Kallang Basin, he was nominated and he accepted the challenge. He went on to serve in several advisory committees relating to environmental issues in Singapore, including the Water Focus Group, the Policy Study Workgroup on Physical and Environment Sustainability and the Singapore Green Plan 2012 Coordinating Committee He also served as a PUB board member from 2001 to 2005 and was a pioneer member of the Public Hygiene Council which he served till June 2019. Since his retirement as a bank executive in the 2002, he has committed himself heart and soul fully to his environmental cause, focusing on water advocacy and education. As the founder of WWS, he spearheaded many of our activities and initiatives that are catered mainly for students from pre-school to tertiary institutions, such as Youth Bicycle Patrol and the River Monster Programme.

In 2005, he was awarded the Pingat Bakti Masyarakat (PBM) and subsequently the Bintang Bakti Masyarakat (BBM) in 2015 for his valuable public service. In 2014, he received the President’s Award for the Environment (Individual Category). Eugene is currently a Justice of the Peace (JP), and continues to work closely with various public agencies such as the Public Utilities Board (PUB), the National Environmental Agency (NEA) and the National Parks Board (NParks).
